I'm confident on never. Afaik no documentation of the engine network stuff exists outside of the source. If you actually intend doing anything, seems clear that you can just start with a fork of spring and try to remove stuff from spring-dedicated.

Same problem, although perhaps some dl corruption too. There are multiple BA10.xx versions and multiple Spring 104.0.1-xxx versions. I can't answer your question but there is nothing 'pirate' about users (or indeed Spring sub-projects) running private servers - Uberserver/Spring/etc are GPL'ed and freely available. Private servers are just outside of the infra/codebase that is maintained as part of springrts.com.

The issue tracker is kept up to date (and has been for at least the past year, probably much longer).

Some tickets are low priority enhancements which may or may not happen depending on their individual time/merits.
