What I am saying is that a campaign is not just a story and some movies. A campaign needs programming. Without programming, the campaign does not exist. Therefore programming is actually the backbone of the campaign. Desert first approach means that you are doing the smaller, easier, less important...

CA was chosen for it's use of the engine. Unlike BA, CA is putting in effort and leaving IP which is the thing to do instead of clinging onto the past. CA is using the engine's FULL Capabilities and showing what the engine could do would "Sell" the game.
