A wholesome voting system relies on the fact that people vote with their personal interest, not some external force of social pressure. Social pressure encourages people to vote without any sense of responsibility, since it's worse to not vote than to vote without thinking. This is getting circular...

In reality, an individual vote does not count. For democracy to work at all, there has to be a reason to vote, and since an individual vote does not matter, the reason has to be social pressure.
