rules are text based at the moment, if there is a query by either player then it goes to an admin to look at a replay. for instance, when you initiate the tournament creation wizz you get asked questions by the robot about how you want it to be configured (mod, players blah blah - also possible auto...

the code for handling tournaments is trivial if you have a bot base already with anti spam stuff etc.
all of this is done via a bot not a web page, it works quite well so far, the web page is trivial as it only displays info about tourneys available or past.
