In my opinion com metal could be tested at 1500 and 2000 however it needs intensive testing and no other simultaneous changes during this process. Not just destroyers though, land units get stuck in lab on occasion too. Stumpy I recall to be particularly common, but that could be just cause a lot of them get made.

But yeah maybe it happens with the Destroyer a lot more, I do recall that happening as well.

As to the cause or a fix, no idea...
