I have my disagreement with the devs of the engine about the way they handle some things but I do not feel the path you are taking to get a solution is a good one. It may work a few times but you are killing a chicken to get it's eggs.

Well gee smoth, it's been broken since the beginning of time, and the engine devs refuse to fix it. What is your solution?

I have some sparse memories about that:
I recall that it started as a legacy from original ta models, kept for balancing because back when everything can shot everything a heavy cruisers was pretty capable of shooting down entire fleets of bombers due to his precision and area of effect of his shells.
I think it's less of a problem now, as most mod restricts air unit targeting.

Wow I just read this, good thing I did, I gotta go rescale the colvols in the gadget then.

If you custom scaled them, you don't need to touch them. Setting the colvols manually removes the gay half scaling stuff (at least as far as I could tell in testing).
