it looks like terrain has to be flated first. and the terraforming takes a long time... imo it would build if you wait longer.

-> don't build next to a large cliff :)

I think terraforming passed because we can see wireframe of the building. But I can only guess. You have much more knowledge ofc. This behaviour is very strange
