What am i missing? The unit has a reclaim/build button and shows nanospray but doesnt add ressources/ percentage to the construction.

Before a builder can build a building it has to flatten the land first.
try adding terraformSpeed = 9001, so that it can do this really fast.
Otherwise it defaults to workerTime and thus the terraforming can be really really slow.

Seems you are using my tutorial mod? \o/
The builder there actually has terraformSpeed set:
