In RC12 we see the model chosen in the dev meeting of 3. October 2011, which is equal to RC11, but with the initial "1" replaced by "83", because "1" would suggest a much more stable release then the last one.
In RC13, i added a ".0" to unpatched release versions, to ensure that all version tags contain at least one '.', so we are free to use tags that do not contain this char for other purposes. Examples are stable and testing. This was not discussed in the meeting.
RC14 is equal to RC11, but with the initial "1" replaced by "11.2", which stands for the 2nd release in 2011. This adds some more meaning to the major version number, but also adds an additional dot, which is why it was not chosen in the meeting.
Though we decided on using RC12 in the meeting, i would like to use RC13 instead.
